Deliberate design: a confirmed failure also cascades into Transparency and triggers editorial review, so real-world impact exceeds the dimension weight — see Cascade, whose 17-point drop crossed multiple dimensions. Pure testing weight would also under-serve users whose problems are fulfillment and support, which our consumer-report data says are more common.
